SharePoint - How do I Create column level permission in a list

I am using Microsoft Office SharePoint Portal Server 2003
I am trying to create a list but on one on the columns, I only want to grant
access to 2users (Web designers) because it is a approve/decline field. I am
aware of the approved/reject feature of Sharepoint but that does not meet my
requirements

There is no column level security in SharePoint 2003.

It is interesting that there are so many people struggling in such situation.
