Documents getting Checked Out regardless of setting

All of a sudden our MOSS 2007 Enterprise portal has started checking
out all documents when you edit them regardless if "require check out
before editing" is enabled or not. This is happening in all of our
document libraries now on all sites. Any idea how this could be
happening? Is there a setting somewhere that overrides specific
library settings?

As you might know, the settings are library-specific, so if it is happening
on all libraries at the same time, then I would check your
change/configuration management log to see what changes were made recently
to the servers.  Those changes are likely your problem.

I found the problem... the "title" column had been marked as required
in the Site Content Type gallery which overrode all library specific
settings.

Site Settings > Site Content Type Gallery > Site Content Type >
Change Content Type Column

Where is the Change/Config management logs located? How do navigate to
them?

By default, the trace (ULS) log is written to %installdrive%\Program
Files\Common Files\Microsoft Shared\web server extensions\12\LOG

You are looking for a text file with a name
the server "MyMOSSServer" on August 8, 2007.

One trick I use is I import the text file into Excel so I can filter, etc.

There is also good documentation on how to configure logging - "Configure
diagnostic logging settings"
