When you initially install the ApplicationTemplateCore.wsp you need to add
the -allowgacdeployment switch. The microsoft site dosent say this, but it
is listed in the read me file. The command would then be as follows:

ApplicationTemplateCore.wsp -immediate -allowgacdeployment"

You can go back and run it using the -allowgacdeployment switch. You may
have to register the helpdesk template again but not likely.

I recieved the same message, and it was fixed after adding the core install
