SharePoint - Discussion Board permissions - Access to only reply to threads, no

Is there a Sharepoint Solution for a discussion board that would restrict
Users from creating new threads while still enabling them to reply to threads?

I am open to all suggestions, not just limited to Discussion Boards.  I have
considered Blogs as well as creating a Moderator to approve new threads.  I
have played around with the permission levels and it seems that Adding a
comment to a thread is conclusive with creating one.  If you can reply to a
thread, you have the ability to create one too.

Basically, I have a user that wants a Discussion Board where only she can
create new threads and have the users reply within those threads.  She's
being a real PITA about it and insists on using Akiva WebBoard.  Thanks

Forgot to mention we are using MOSS 2007.

I only have WSS 3.0, but I think the blog template is the same for both
WSS 3.0 and MOSS 2007... If you change the permissions on the 'Posts'
library, you can limit the posts to only a group (or an individual) and
then leave the 'Comments' list as is (so, for example 'Members' have
contribute) and you will meet your requirements.
