SharePoint - MOSS and Sharepoint 2.0 - Creation of a Template for 20 sites

I was asked to create TeamSites for Different Cities on Sharepoint 2.0. I
have MOSS.

What I have to do is create 20 sites for different cities, each TeamSite has
its own address:

https://Sites.Demo.com/Sites/Customer Serivce/LA/defaut.aspx

https://Sites.Demo.com/Sites/Customer Serivce/NY/defaut.aspx

ETC.

I need to create a Template with all of the links for each city in the Side
List and
display information and links in the body of the page, alon with a Shared
Files Folder and many other links that are on the main computer of each city.

Is there a way to create a template that will have my links so all I have to
do is deploy the template and hand it off to a lay person for them to use.

Is it possible to create the site using MOSS or do I have to use Sharepoint
2.0

Most installations of MOSS have Windows Sharepoint Services 3.0, NOT 2.0.
Did you really mean 2.0?

Also, do you need a template so that others can create new sites based on
the template, or do you need to create 20 similar sites? its not clear to me
what your end goal is.
