Hi Carol,
As for the "stsadm -o addtemplate" command, the templates it manages is the
entire sharepoint server farms central template gallery. Also, it seems
this central gallery is used for site template only. You can see the
following document(its WSS 2, but also apply for the WSS3):

I've also tested on my side that for site template, you can add it to
central gallery through the 'stsadm -o addtemplate" command and apply it to
either new topsite or new subsite. However, if you want to deal with
ListTemplate or make sitetemplate only at site level, you will need to use
the upload template UI in each site's admin page.

Subject: Unable to install a custom list template

I'm trying to upload a custom list template in a publishing site collection
from the command the prompt.
I already have my list.stp file with my list, I'm using the following
command :
stsadm.exe -o addtemplate -filename list.stp -title "template title"
-description "Template definition"
After that, I'm runing an IISReset.
The enumTemplate command is listing my new template, however I'm not seeing
it in the List Template Gallery like I do If I'm using the UI instead of
the
STSADM command. Do I miss something?
