User's profile picture

In MOSS 2007, I'm looking to set the picture url profile property for
thousands of users with a url that points to a badge photo. My client would
like to set that as the default, allow the user to upload their own picture,
and then be able to re-select their default badge photo.
I’ve seen strategies to set the url to badge photos that are stored in MOSS
or in a database outside of MOSS and I’ve also seen strategies where users
can upload their own custom photo. I just have not seen a strategy for trying
to incorporate both.
Ideally, I’d like to email each user their badge photo so they can choose
which photo to upload and can always get back to their badge photo. But, if
that’s not practical, does anybody have any other strategies for dealing with
this freedom while limiting the customizations to the My Site
editProfile.aspx page.
On a side note… if we initially put default photos in the user’s shared
pictures library and a user removes the default badge photo as their profile
picture, the picture remains in the shared library so that anybody can still
see it there. Can the upload picture functionality be configured to point to
a new picture library with limited permissions and if so, will everybody
still be able to see a picture in there if it’s the user’s profile picture?
